Amendment X.0 - Departmental Doctrines


Vessel: NEV Northern Light
DTG: 2321-10-07
The following has been decreed according to the majority will of the Captain's Board of the NEV Northern Light with a significant stake in the NEV Northern Light. This ruling is formally enacted immediately upon approval by the Board.


Goal: As many among the board of heads and crew now know, our communications with Central Command have been cut following a jump into a strange anomaly deep in the area of Null Space. With a crew slowly turning on each other, enemies both within and without, it has become clear that a more direct approach to our situation is required to secure out path home; to that end, doctrines outlining goals and expectations for each department shall be developed and provided to department heads, so they may be issued to their employees for the purpose of presenting them tangible and reasonable goals and priorities. These goals and priorities, determined in partnership with the department heads, are to benefit not only the department affected, but shall be intended to benefit the ship as a whole.

Department heads of the appropriate sector(s) must approve to make use of the policies outlined in the following doctrine. Application of these policies shall not breach standard moral codes; in the event that there is a conflict between a declared doctrine and Aegis Code of Law, the latter shall supersede the former.



Command - Deep Space Mobilization Doctrine


Recruitment:
Given the security lockouts, as well as the anomalous nature of the sector of space the NEV Northern Light is currently trapped in, it has become increasingly clear that the only way to return home is to continue to explore further into nullspace. With that in mind, all department heads must give recruiting increased priority. Recently, we've had to deal with skeleton crews and this remains a prevalent situation. In order to provide the vessel the best chance at returning home, manpower must be addressed and the local vagabond population provides a pool of untapped manpower. Each department shall independently seek out new recruits, and not only train them, but also clothe and provide for them. Additionally, if a department grows a surplus of recruits, runoff should be recommended to other sectors.



NanoTrasen Engineering / Free Trade Union - Aggressive Salvaging Doctrine


Aggressive Salvaging:
Given the security lockouts, as well as the anomalous nature of the sector of space the NEV Northern Light is currently trapped in, it has become increasingly clear that the only way to return home is to continue to explore further into nullspace. Such ventures are likely to result in damage to systems on the ship. Though much of the vessel's structure can easily be repaired by items and materials that can be locally sourced and constructed, there is a need to stockpile more valuable, difficult to construct components. To compensate, the FTU and engineering are to work together to train, organize, and provide equipment for dedicated salvaging teams.

Training and Equipment:
It's clear to almost all crew onboard that planetary expeditions will likely involve complications, whether those be active hostiles including pirates, drones, or fauna, or from passive threats to health and safety due to the natural environment of the planet itself, including high radiation levels or extreme heat. To that end, engineers or cargo staff interested in joining the survey teams that first make landing should be adept in escape & evasion, basic first aid, and environmental survival. While firearms training is optional, as it is expected that these missions will come with a an Aegis escort to support personal safety, training in the use of at least low-medium level firearms (eg. Ballistic/energy pistols to surplus small arms) can help supplement security forces; note, however, that salvage teams should be discouraged from actively getting into large scale combat, as their main mission is to survey and salvage as much useful material and equipment off the planet as possible. Salvage teams are furthermore to be reminded that the surplus arms provided to them might not allow them to compete in a long engagement against hostiles.

The above being noted, salvage teams are to prioritize, in this order, the recovery of technologies and materials that are of immediate use for maintenance of ship and crew; technologies and materials which may be helpful for the return of the ship to known space, such as bluespace-related items; high value objects which may assist in maintenance of ship funds and supply; unknown or anomalous objects which may or may not be of value to the ship in some way; lastly, fauna, flora, materials, and technology useful to Lazarus' R&D department but which would require advanced equipment to analyze.



Lazarus Foundation (Research and Development) - Pathfinder Doctrine


Pathfinder:
Given the security lockouts, as well as the anomalous nature of the sector of space the NEV Northern Light is currently trapped in, it has become increasingly clear that the only way to return home is to continue to explore further into nullspace. With that in mind, Lazarus must re-examine its views on planetary expedition, and make them the utmost priority for its associated departments. This re-prioritization of planetary expeditions is to be undertaken not only for the search of new technologies, but first and foremost for the continued survival and hopeful completion of the vessel's primary task. To this end, planetary exploration is to take precedence over all non-essential R&D, whenever crew requirements to launch an expedition are met. Lazarus will furthermore use this opportunity to make use of the talents of vagabonds, assistants, interns, and deckhands willing to assist. Lastly, Lazarus will also prioritize training of any and all crew, whether Lazarus employees or not, for joining the expedition team, including safety training and basic first aid training, in order to help achieve the goal of being able to launch expeditions at any time, including with minimal crew.

Training and Equipment:
It's clear to almost all crew onboard that planetary expeditions will likely involve complications, either whether those be active hostiles including pirates, drones, or fauna, or from passive threats to health and safety due to the natural environment of the planet itself, including high radiation levels or extreme heat. To that end, researchers interested in joining the survey teams that first make landing should be adept in escape & evasion, basic first aid, and environmental survival. While firearms training is optional, as it is expected that these missions will come with a an Aegis escort to support personal safety, training in the use of at least low level firearms (eg. Ballistic/energy pistols and other sidearms) can help supplement security forces; note, however, that researchers should be discouraged from actively getting into fights, as their main mission is to research the planet, civilizations which may have once existed there, and find clues to returning either to home or back in range of Central Command communications.



Lazarus Foundation (Medical) - First Responder Doctrine


First Responder:
Given the security lockouts, as well as the anomalous nature of the sector of space the NEV Northern Light is currently trapped in, it has become increasingly clear that the only way to return home is to continue to explore further into nullspace. Research and salvage teams will be deployed to search for new technologies and components to bring back in our continued search home, or to complete the ship's primary mission. These teams, however, are likely to meet resistance in more ways than simply the planet's natural enviroment. From hostile fauna, to pirates, these teams need protection from any elements which could actively seek to cause them harm. To deal with these threats, Lazarus Medical must be prepared to join away teams with the expectation that harm is likely to come to the surveying officers one way or another, and medical assistance will be required. Furthermore, Medical officers who have been assigned to an away team, or have volunteered to participate in an away team, will prioritize preparations for planetary expeditions and ongoing expeditionary duties over non-life-threatening medical problems aboard the ship.

Training and Equipment:
It's clear to almost all crew onboard that planetary expeditions will likely involve complications, either whether those be active hostiles including pirates, drones, or fauna, or from passive threats to health and safety due to the natural environment of the planet itself, including high radiation levels or extreme heat. To that end, medical officers assigned to survey teams that first make landing should be adept in escape & evasion, advanced and field first aid, and environmental survival. While firearms training is optional, as it is expected that these missions will come with a an Aegis escort to support personal safety, training in the use of at least low level firearms (eg. Ballistic/energy pistols and other sidearms) can help supplement security forces; note, however, that medical officers should be discouraged from actively getting into fights, as their main mission is to maintain the health of the away teams, practice triage to the best of their ability, and provide emergency medical assistance to those in critical condition.



Aegis Security Solutions - Heavy Bulwark Doctrine


Heavy Bulwark:
Given the security lockouts, as well as the anomalous nature of the sector of space the NEV Northern Light is currently trapped in, it has become increasingly clear that the only way to return home is to continue to explore further into nullspace. Research and salvage teams will be deployed to search for new technologies and components to bring back in our continued search home, or to complete the ship's primary mission. These teams, however, are likely to meet resistance in more ways than simply the planet's natural enviroment. From hostile fauna, to pirates, these teams need protection from any elements which could actively seek to cause them harm. To deal with these threats, Aegis officers must be prepared to join away teams with the potential of hostile engagement against unknown enemies in hostile natural environments, and to put the protection of civilian research and survey teams first before their own. Furthermore, Aegis officers who have been assigned to an away team, or have volunteered to participate in an away team, will prioritize preparations for planetary expeditions and ongoing expeditionary duties over enforcement of all misdemeanours, minor crimes, and non-violent standard crimes, which may be pursued after the expedition has returned but should not be pursued before or during an already declared expedition, in order to prevent unneccessary hold-up to the deployment of officers to the expedition.

Training and Equipment:
It's clear to almost all crew onboard that planetary expeditions will likely involve complications, whether those be active hostiles including pirates, drones, or fauna, or from passive threats to health and safety due to the natural environment of the planet itself, including high radiation levels or extreme heat. Unlike the rest of the away team, H.A.B (Heavy Aegis Bulwark) teams must be prepared to stand and fight. Officers assigned to survey teams that first make landing must be adept in long-form defense, basic first aid, environmental survival, knowledge in how to set up an effective perimeter, and must have the adequate willpower and discipline to not run at the first sign of danger. It is expected that the Aegis officers assigned to escort the away mission will be given their usual weapons training (eg. Ballistic/energy military grade weaponry), as their main mission is to defend and protect the team to the best of their ability. It should also be noted a designated Aegis squad leader should be selected among the officers of the H.A.B team to help coordinate them. How this individual is chosen, whether through rank or experience, is up to the highest ranking officer currently within the department, or may be deferred to the Captain and First Officer in the event that all participating officers are of the same rank.

Aegis officers will also be responsible for firearms and close-quarters-combat training of interested non-Aegis crewmembers who wish to participate in current or future away teams, as well as for leading mock-up expeditions into maint to train skills useful for external expeditions in a relatively more safe (read: known and more easily recoverable) environment. These mock-up maint expeditions should be intended to let Aegis officers practice protecting a contingent of non-combatants, as well as for non-combatants to practice performing their duties while under threat.



Children of Mekhane - Endless Vigil Doctrine


Endless Vigil:
Given the security lockouts, as well as the anomalous nature of the sector of space the NEV Northern Light is currently trapped in, it has become increasingly clear that the only way to return home is to continue to explore further into nullspace. With that in mind, Lazarus must re-examine its views on planetary expedition, and make them the utmost priority for its associated departments. This re-prioritization of planetary expeditions is to be undertaken not only for the search of new technologies, but first and foremost for the continued survival and hopeful completion of the vessel's primary task. To this end, the security of the ship against hostile creatures is paramount to our continued mission. Long has the ship been a toy for carrions and borers to prey on innocent staff; now the Children of Mekhane must stand as the ship's watchful guards against these threats. Though the church cannot supercede Aegis directives, they should work in tandem with Aegis and support them, not only alerting them to potential threats, but assisting them in the hunt should Aegis deem the threat sufficient to mobilize available forces. They should furthermore be prepared to be the primary line of defence against giant insects, arachnids, and external threats such as borers and carrions, while on ship, should all Aegis be away on a planetary expedition or otherwise indisposed.

The Church of Mekhane nevertheless, should restrain themselves from enforcing ship law; this will remain outside of their responsibilities.

Training and Equipment:
It's clear to almost all crew onboard that planetary expeditions will likely involve complications. For the Church of Mekhane, this will likely involve the possibility that they alone will be the on-board defence against external threats should all Aegis on-shift be assigned to HAB teams. To this end, the Church of Mekhane should be trained, in addition to their usual duties, with the use of weaponry, tactical engagement, and threat assessment.
